I have replaced pto switch, checked for proper voltage at clutch, and when it works it works fine. Been doing this from time to time for a year or so. I'd take it to a shop but am not sure they could diagnose it if it works properly most of the time.

Move bracket (B) towards machine frame to loosen belt tension or away from frame to increase belt tension. Move bracket until almost all slack is out of cable but cable is not too tight.
